They could have eliminated the filibuster in the first 2 years of the Trump administration it was not really even descussed. It also could have happened under W Bush. The filibuster was narrowed slightly by Obama and Trump to not use it for court picks. (and it really had never been used on court picks in the past anyway)

But other than this it has not really been brought up in a major way until Biden. Obama, Clinton and Carter could have also attempted to eliminate the filibuster and did not... I think in general the filibuster is a prudent policy and should remain...
